The toughest exam in India is the UPSC Civil Services Examination. It has three stages, a huge general studies syllabus, an optional subject, essay and ethics papers, and a personality test, and only a tiny share of applicants reach the final list. JEE Advanced, UPSC Engineering Services, GATE, the CA final and NEET UG follow close behind. I have watched hundreds of students prepare for these exams. The ones who cleared them were rarely the smartest in class. They picked one exam, understood its pattern and stayed with it for years.

Below is my top 10 toughest exam in India ranking, with who conducts each exam and where it leads. Every India toughest exam list you find will differ a little, because people weigh things differently. It is a counsellor's view, not an official ranking.

Which is the toughest exam in India and why
UPSC Civil Services stays at number one for good reason. Look at what the latest UPSC notice asks of you:
- Prelims: two objective papers of 200 marks each. Paper II (aptitude) is only qualifying at 33 percent, and wrong answers cost one third of the marks.
- Mains: two qualifying language papers of 300 marks each, then seven papers of 250 marks each: essay, four general studies papers (the last one on ethics) and two papers of an optional subject.
- Interview: a personality test of 275 marks.
- Total for merit: 2,025 marks (1,750 written plus 275 interview).
You need to be a graduate and between 21 and 32 years old (General). General candidates get 6 attempts, OBC 9, and SC and ST have no limit within the age bar. One cycle takes about a year from prelims to the final list. Most successful candidates I know studied for two to three years. See our IAS officer page for the job itself.
Top 5 toughest exam in India: a closer look
1. UPSC Civil Services
Hard because of width. History, polity, geography, economy, environment, science, current affairs, ethics and an optional subject, all in long answer form.
2. JEE Advanced
Hard because of depth. Physics, chemistry and maths questions test real understanding, not memory. You must first rank high in JEE Main to be allowed to write it, and IIT seats are limited. Read about BTech courses to plan your options.
3. UPSC Engineering Services
The notice sets a 500 mark prelims (General Studies and Engineering Aptitude plus a branch paper), a 600 mark mains with two long answer branch papers, and a 200 mark personality test. You need an engineering degree and must be 21 to 30 years old (General).
4. GATE
One paper covers the core of a four year engineering or science degree. A high score opens MTech seats at IITs and jobs in many PSUs, so competition at the top is fierce.
5. CA final
The CA route has Foundation, Intermediate and Final levels along with years of practical training. Many students need more than one attempt per level. The total journey often takes four to five years after 12th.

Is IIT the toughest exam in India?
Many people say "IIT exam" when they mean JEE Advanced. It is the toughest exam for 17 and 18 year olds, and its questions are harder than those of most other exams in the country. But UPSC is usually ranked above it because the syllabus is wider, there are more stages, and the final selection rate is lower. A JEE student also has a clear syllabus from classes 11 and 12, while a UPSC aspirant must study almost everything about India and the world.
Worlds toughest exam: where Indian exams stand
You will often see Indian exams listed among the world's toughest. Gaokao in China and the bar and medical licensing exams in some countries are also very hard. What makes UPSC, JEE Advanced and GATE stand out is the sheer number of candidates for very few seats, which pushes cut-offs very high. Do not let this scare you. A tough exam is also a fair exam: it rewards steady, smart preparation more than background.
Toughest government exams for jobs
If you want a government job, these are the hardest to clear, roughly in order:
- UPSC Civil Services
- UPSC Engineering Services
- RBI Grade B
- State PCS exams
- UPSC CAPF Assistant Commandant and CDS
- SBI PO and IBPS PO
- SSC CGL
The harder the exam, the higher the post usually is. Compare starting pay on the highest paying government jobs page.
How to prepare for a tough exam
- Read the official notice first. The syllabus and pattern are printed there. Everything else is extra.
- Check eligibility and age. Use our age limit guide so you know how many attempts you have.
- Solve past papers. UPSC and the IITs put previous question papers on their official websites, and most other exam bodies share them too.
- Give mock tests from the middle of your preparation, not only at the end.
- Keep a plan B. UPSC aspirants often write state PCS and SSC CGL. JEE aspirants should also apply for state engineering exams and CUET.
- Look after your health. Sleep, food and short breaks matter more in a two year preparation than one extra hour of study.
