PSU jobs are jobs in Public Sector Undertakings, the companies owned by the central or state government, such as Indian Oil, ONGC, NTPC, Coal India, BHEL and SAIL. Engineers usually enter through their GATE score, while CA, CMA, MBA, diploma and ITI holders have their own routes. A graduate engineer trainee in a large PSU starts at a basic pay of about ₹50,000 a month on the IDA pay scale, plus allowances, perks and performance pay. This page explains what PSU jobs means, how each type of PSU hires, the pay, the selection process, training, promotions and preparation.
What is PSU jobs: meaning and types of PSUs
A PSU is a company in which the government holds the majority share. Central PSUs are called CPSEs and are overseen by the Department of Public Enterprises (DPE). They work like companies: they sell oil, power, steel, coal or machines and earn profit, but they are owned by the government. So PSU jobs in India give you government level security with company style pay.
The DPE groups the biggest and most profitable CPSEs by status:
- Maharatna: the largest, with very high turnover, net worth and profit. Examples are IOCL, ONGC, NTPC, Coal India, BHEL, SAIL, GAIL, BPCL, HPCL and Power Grid.
- Navratna: large and strong performers, such as BEL, HAL, NMDC, Engineers India, NALCO, RITES and IRCON.
- Miniratna (Category I and II): smaller profit making PSUs with some financial freedom.
The list changes as companies are upgraded, so check the latest list on dpe.gov.in. States also have their own PSUs, such as power and transport corporations, which hire through state notices.
Major PSUs and how they hire
Each PSU runs its own careers page. Here is a quick guide to the names students search most.
| PSU | Sector | Main entry route for graduates |
|---|---|---|
| IOCL (Indian Oil) | Oil refining and marketing | GATE for engineers; separate notices for other officers and apprentices. See the IOCL career page |
| ONGC | Oil and gas exploration | GATE for graduate trainees; ONGC careers page for other posts |
| Coal India (CIL) and subsidiaries such as SECL and MCL | Coal mining | GATE for management trainees in engineering; own exams for other posts |
| BHEL | Power equipment | Engineer trainee recruitment as notified on the BHEL career page |
| BEL | Defence electronics | Own written test and interview; BEL careers page for notices |
| HAL | Aircraft and helicopters | Management trainee and design trainee notices on the HAL career page |
| SAIL | Steel | Management trainee (technical) and operator posts through SAIL career notices |
| HPCL and BPCL | Oil marketing | Officer and engineer posts as notified on the HPCL career and BPCL careers pages |
| NMDC | Iron ore mining | Executive trainee and field posts through NMDC career notices |
| GAIL | Gas transmission | Executive trainee posts through GAIL careers notices |
Two other names often come up. Delhi Metro (DMRC) is a joint venture of the Government of India and the Delhi government. A DMRC job, from station controller to maintainer, is filled through its own exam; watch the Delhi Metro career page (the DMRC career section) for the qualification needed for each post. NABARD is a government owned development bank, not a CPSE, but students often group it with PSU jobs. It recruits Grade A officers and Development Assistants through its own exam; see the NABARD careers page for the latest notice.
Who conducts the PSU exam and the main routes
There is no single PSU exam. Each company runs its own recruitment, using one of these routes:
- Through GATE (engineers): many large PSUs, such as IOCL and Coal India, shortlist engineering graduates on their GATE score. You write GATE, then apply to the PSU when it opens its GATE based notice. See our GATE exam page.
- Own written exam: some PSUs hold their own computer based test for engineers, management trainees and officers in finance, HR, marketing and law.
- PSU jobs for CA and CMA: finance officer and management trainee (finance) posts ask for CA or CMA. Read about the chartered accountant route.
- Non executive posts: technicians, operators, junior engineers, assistants and accountants are hired through PSU exams of their own, often with a trade or skill test. Diploma and ITI holders apply here; see diploma jobs and ITI jobs.
- Apprenticeship: PSUs train apprentices under the Apprentices Act and pay a stipend. It is training, not a permanent job, but it builds experience.
Eligibility and age limit
Rules are set in each notice. As examples from official PSU notices:
| Notice | Qualification | Upper age limit (general) |
|---|---|---|
| IOCL engineers through GATE | BE/BTech with 65% (55% for SC, ST and PwBD) | 26 years |
| Coal India management trainees through GATE | BE/BTech with 60% (55% for SC, ST and PwD) | 30 years |
OBC (non creamy layer) candidates usually get 3 extra years, SC and ST 5 years and PwBD 10 years. Check the exact rule in each notice, and use the age checker below. Our page on the age limit for govt jobs explains relaxations in detail.
PSU jobs salary: IDA pay scales
PSU salary is not on the 7th CPC matrix. Executives of central PSUs are paid on Industrial Dearness Allowance (IDA) scales set by the DPE. The DA on these scales is revised every quarter.
| Grade | Basic pay scale per month | Typical post |
|---|---|---|
| E0 | ₹30,000 to ₹1,20,000 | Junior executive in some PSUs |
| E1 | ₹40,000 to ₹1,40,000 | Entry officer in some PSUs |
| E2 | ₹50,000 to ₹1,60,000 | Graduate engineer or management trainee in large PSUs |
| E3 | ₹60,000 to ₹1,80,000 | Engineer or officer after training in some PSUs |
| E4 to E6 | ₹70,000 to ₹2,40,000 | Middle management |
| E7 to E9 | ₹1,00,000 to ₹3,00,000 | Senior management |
For example, IOCL places GATE recruits in grade E2 with a starting basic of ₹50,000. Coal India puts management trainees in E2 during one year of training and moves them to E3 (₹60,000 basic) after they pass. That is why Coal India Limited salary, often searched as CIL salary, and IOCL salary for freshers are among the best in government service.
On top of basic and DA, PSU employees get:
- Perks and allowances chosen from a list (the cafeteria approach), capped at 35% of basic pay.
- HRA or company housing in a township.
- Performance related pay once a year, linked to the company's profit and your rating.
- Medical cover for family, provident fund, gratuity and pension benefits as per company rules.
Because perks and performance pay differ, two PSUs at the same grade can pay quite different totals. The notice usually states an approximate cost to company (CTC). To see what a CTC means in hand, try the CTC to in-hand salary tool.
Selection process and PSU exam pattern
For GATE based hiring, the usual steps are:
- Write GATE in the paper matching your branch.
- Apply to the PSU when its notice opens, entering your GATE registration number.
- Shortlisting on GATE marks or score, by category.
- Group discussion or group task and a personal interview, in PSUs that use them. Some PSUs, such as Coal India in its GATE notices, have made the final merit on the GATE score alone.
- Medical exam and document check.
For PSUs with their own exam, the written test usually covers your technical subject plus aptitude, reasoning and English, followed by an interview for officer posts or a trade test for technician posts. The SAIL exam, BEL exam and NABARD exam each publish their own syllabus in the notice. Many PSUs also ask you to sign a service bond, for example a few lakh rupees for general category recruits if you leave before the set years.
Training and promotions
New executives join as trainees for about one year. You rotate through plants, mines, refineries or offices, attend classroom sessions and then get a regular posting. Postings can be in remote plant towns, which many families like because of township life, schools and hospitals.
The usual ladder is trainee, engineer or officer, senior engineer, manager, senior manager, chief manager, general manager and then executive director. Promotions depend on your rating and the years of service set by each PSU. Board level posts at the top are filled through a separate selection.
How to prepare for government PSU jobs
- Engineers: treat GATE as your main exam. Start in the third year of BTech and aim for a strong score, since PSU cut-offs are much higher than the GATE qualifying mark.
- Keep your degree marks high: 60% to 65% is a common minimum.
- Prepare for group discussion and interview: know your final year project and basic facts about the PSU and its sector.
- Finance, HR and law graduates: watch individual PSU career pages for management trainee notices.
- Diploma and ITI holders: follow non executive notices from PSUs near you, and practise trade theory.
Most engineering students need 8 to 12 months of steady GATE preparation. If research interests you more, compare with ISRO and DRDO scientist jobs and the Indian Engineering Services.
